Resumo

The practice of urban planning in Brazil have established a work field that is distant from urban design. The consolidation of master plans and especially of zoning ordinances as prevailing tools restrict planning actions to density and land use criteria, allowing private initiative to define the urban form. This article seeks to find coping strategies for this situation, assuming the premise that urbanistic legislation must take urban design into consideration. The norm must propose a city model to be reached and predict the formintended. Also, it should be adopted as a disciplinary tool for urban design. We carry out a brief analysis of the urban planning context in Brazil in order to understand the reasons for the distance between legislation and its duty to urban form.
