Resumo

This article is part of a scientific biography of Francisco de Borja Garção Stockler, a mathematician, poet and politician of great importance to Portugal and Brazil, but still little known.The article highlights, among the elements of his biography, in particular his efforts to establish a system of public education: first in Portugal and then also in Brazil, according to the famous education plan by Condorcet of 1792, where -due to the French Revolutiona coherent system was conceived of for the first time.The article analyses also the impact of his studies of mathematics in the first Faculty, in Coimbra, which ever established specialised studies of this science, upon already realising frameworks of rigour in analysis in a textbook, in the late eighteenth century that became the general characteristic of mathematics only during the nineteenth century.Stockler's dedication to better clarify the fundaments and to practice more rigour in teaching mathematics turned out to be emblematic for the general tendency in Europe after the French Revolution to enable a better and broader access to mathematics via the new education systems.
