ResumoPortuguese Abstract: Faz-se uma reflexao sobre a integracao dos transportes aereos no Mercado Comum do Sul (Mercosul). Aponta-se a Agencia Nacional de Aviacao Civil (ANAC), instituida pela Lei 11.182, de setembro de 2005, como uma importante instituicao. Apresentam-se conceitos economicos e juridicos fundamentais para a compressao da tematica. Em seguida sao desenvolvidos tres pontos essenciais, comecando pela importância da integracao do setor aereo para o desenvolvimento do Mercosul. Busca-se compreender a atuacao da ANAC dentro da sistematica das agencias reguladoras no contexto da Constituicao Federal de 1988. Por fim, analisa-se a concepcao moderna da defesa da concorrencia como instrumento de efetivacao de politicas publicas. English Abstract: Reflections on the integration of air transport into the Southern Common Market (MERCOSUR). It is pointed out the National Civil Aviation Agency (ANAC), instituted by Law 11182, of September 2005, as an important institution. Concepts are presented economic and legal aspects that are fundamental for the compression of the thematic. Three essential points are then developed, beginning with the importance of integrating the air sector into the development of Mercosur. The aim is to understand the role of ANAC within the system of regulatory agencies in the context of the Federal Constitution of 1988. Finally, the modern conception of the defense of competition as an instrument for the implementation of public policies is analyzed.
