Resumo

Our work aims to analyse whether the Early Modern Catalan ruling class had a clearly defined Mediterranean policy or not and if so, how the Catalan institutions –the Catalan Parliament and the Diputacio of the Generality of Catalonia (the permanent commission of the Catalan states)– were used to achieve the objectives of that policy. Our exposition focuses on two concrete cases that took place at the beginning of the 17th and the 18th Centuries, respectively. The first one studies the creation of the Squadron of Galleys of the Generality of Catalonia (Esquadra de Galeres del General), which patrolled the Catalan coasts preventing the attacks of the north-African corsairs between 1608 and 1623. The second case analyses the approval of the project of the Free Port of Barcelona during the Catalan Parliaments of 1701-1702 and 1705-1706 and the later discrepancies arisen among the members of the Catalan ruling class regarding its settlement and operation.
