This paper presents the preliminary stages of work which is aimed at providing junction flow/delay relationships which cover flow levels up to and over capacity. Time-dependent queueing theory, with simplifying assumptions regarding input flow patterns, has been used to generate flow/delay relationships which have then been compared with measurements of delays suffered by minor road vehicles at major/minor priority junctions. The agreement between the theory and the observations is reasonable. The calculated flow/delay relationships are defined by parameters which relate only to the broad features of the traffic demand/capacity interaction. These parameters are the traffic intensity rho, the capacity mu, and the characteristic block time t of the demand flow; each can be calculated or estimated from basic traffic data. The results obtained so far are sufficiently encouraging for the concepts outlined in this paper to be developed further. /Author/TRRL/
