ResumoSubject Niger's ethnic make-up. Significance President Mahamadou Issoufou, an ethnic Hausa, is preparing to hand power to the Arab politician Mohamed Bazoum in general elections in 2021. If Bazoum wins as expected, questions of ethnic representation and balancing may resurface. Impacts Bazoum might need to find another slightly less prominent position than prime minister for a Tuareg representative. Bazoum appears to have decent relations with Niger’s Tuareg elite but may need to undertake some rebalancing if he wins in 2021. Issoufou has viewed the Sahel’s jihadists as criminals and opportunists -- a viewpoint that has helped him avoid unnecessary escalation.
