Spiraling increases in health care costs are reducing access to health services, especially for those without health insurance protection or the financial means to pay. Cost containment actions are increasingly undermining the basic infrastructure on which delivery of services depends-facilities and personnel. Further, many of these cost containment actions are eroding the ability of physicians to provide optimum care for their patients.Problems Faced by Patients and Physicians in the Present System This content is PDF only.
