Chelas Urbanization Plan emerges as the largest urbanization plan of the City Council of Lisbon (510ha), in the expansion strategy of the city, following the large-scale planning of Alvalade, Olivais Norte (40ha), and Olivais Sul (186ha).Its limits are well defined by Avenida Marechal Gomes da Costa to the north, Avenida Infante D. Henrique, and the railway line to the east, the railway line of Cintura Interna, to the south, and the escarpment along Avenida Gago Coutinho, to the west.
