Resumo

This article examines the changes of the National Basic Sanitation Law (LNSB) promoted by Law nº 14.026/2020 and its contribution to guaranteeing the human right for water and sanitation in the brazilian context. Therefore, it initially discusses the evolution of human rights, highlighting its historicity, with theoretical foundation in Norberto Bobbio's doctrine, and emphasizing the importance of the declaration of rights in favor of its effectiveness. In this context, it examines the affirmation of the right to drinking water and sanitation as human rights at the international level and the recognition of such fundamental rights on the national scene. In sequence, it presentes a brief overview of the historical deficit of basic sanitation in Brazil, identifying changes promoted by Law nº 14.026/2020 able to contribute to the realization of the analyzed right. The conclusion of the article is for the positivity of the legislative reform as an instrument favorable to the realization of the human right to drinking water and sanitation. The method used is deductive, with support in exploratory and descriptive research regarding the ends and bibliographic and documentary research regarding the means.
