ResumoThis research seeks to analyze two transitional scenarios that the implementation of the Havana Peace Agreement generated at the local level using a comparative method to detect causal configurations that would explain such scenarios. The municipalities of San José and Calamar (Guaviare) and Ituango (Antioquia) were selected as case studies. The research questions are: how are transitional scenarios configured in the Colombian regions? What is the role of the state, political actors, armed groups, and communities in these scenarios? We use the structural relational approach of Charles Tilly (1998) to understand how a macro political process such as the Peace Agreement changes the relations between actors at the local level. We found that the place of the state has been occupied whether by an articulation between cooperation agencies, ex-combatants, and the Community Action Boards (JAC); or by a mixture of state agencies, armed groups, and the JAC.
