Resumo

This article is the preliminary version of the conceptual framework for the New Agenda for Social Cohesion in Latin America project, developed by CIEPLAN and the Fernando Henrique Cardoso Institute. Its main argument is that social cohesion has particular characteristics depending on each society and historical momentum. This requires an effort to elaborate a theoretical and empirical framework, able to reflect the specificities of Latin American societies and at the same time to offer the opportunity to overcoming the unilateral emphasis on economic dimensions that characterized most of the Latin American social thinking from the last decades. The first part presents a brief analysis of the social cohesion concept developped by the European Union and its applicability in Latin America. In the second part the authors try to identify the Latin American social cohesion characteristics compared to European and United States cases where the social cohesion development was dominated by the State for Europe and Market for the United States. In the third part the authors discuss some tendencies that effect on social cohesion in the region. In the fourth and final part, some hypotheses are formulated in order to guide a multidisciplinary investigation agenda for social cohesion in Latin America.
