Resumo

Minnesota Department of Transportation's (Mn/DOT) strategic plan for its freeway traffic management program is described. The plan has as its objectives, the following: minimize the magnitude and duration of congestion; reduce the accident rate; minimize the impact of incidents; provide support of special events and construction activities; and promote travel demand management. In 1989 a 10-point plan was developed to reduce congestion in the Twin Cities metro area. The subsequent development of an intelligent vehicle-highway system plan called 'Guide-Star' enhanced the program. This paper describes incident detection/verification; resposne and removal; special events; HOV (high occupancy vehicles) facilities; motorist information; integrated corridor traffic control; and intelligent vehicle-highway systems.
