Alca: uma estimativa do impacto no comércio bilateral Brasil-Estados Unidos

Resumo

Este trabalho procura quantificar o impacto da Area de Livre Comercio das Americas (Alca) no comercio bilateral Brasil-Estados Unidos com base em um modelo de equilibrio parcial computavel. O estudo efetua um levantamento detalhado das restricoes nao tarifarias vigentes para cada produto e utiliza os respectivos equivalentes nao tarifarios na estimacao. Os resultados obtidos para o Brasil indicam uma variacao de US$ 2,2 bilhoes nas importacoes e de US$ 1,2 bilhao nas exportacoes. No aumento das vendas externas brasileiras, 43,3% sao decorrentes da eliminacao das barreiras nao tarifarias, instrumento protecionista de grande importância na politica comercial norte-americana. Abstract This paper aims to evaluate the impact on trade flows between Brazil and the United States after the accomplishment of the FTAA. The authors used a computable partial equilibrium model. A comprehensive investigation of the existing non-tariff barriers was made and the tariff-equivalents were used in the estimations. The results for Brazil show an increase of US$ 2.2 billion in its imports from the United States and an increase of US$ 1.2 billion in its exports to that country. Almost half of the gains for Brazilian exports would be brought about by the elimination of the North American non-tariff barriers, indicating their importance as a protectionist measure of trade policy in the USA.
