Resumo

Since 1958, Venezuela has promoted intensive oil diplomacy in the Caribbean. Despite the historical and cultural differences and the perception of Venezuela as a regional «Sub-Imperialism», its presence has not only continued but has become even more active since Chavez assumed power. Although initiatives like Petrocaribe and special agreements with some countries, especially Cuba, have given Chavez protagonism in the region, the strategy has not been altogether effective, as can be appreciated with the reluctance of the Caribbean countries to join the ALBA scheme, the negotiation over free trade treaties with the United States and the positions adopted in the international summits.
