Resumo

O presente trabalho trata sobre o impacto que as tecnologias de informacao causaram nos direitos humanos e fundamentais. O foco principal e dado ao direito de acesso a e a liberdade de expressao, ambos vistos e entendidos como direitos humanos fundamentais. A internet, neste contexto, e o ambiente principal de analise do problema. Destaca-se, com isto, o aparecimento dos chamados “direitos de quinta geracao”. O assunto e tratado por meio de analise doutrinaria e normativa, destacando-se no ultimo aspecto, a analise do Civil da no Brasil, das diretivas da Uniao Europeia bem como da decisao do Conselho Constitucional Frances sobre a chamada lei Hadopi alem de resolucoes das Nacoes Unidas.
